Data Centres use standby generators to provide emergency power in the event of mains grid failure. Generators tend to be test fired on average once a month (for around an hour). Consequently fuel use is low: on-site generated electricity averages 0.14% of total energy use in data centres. However, generator fuel consumption has to be reported by CCA participants and some sites also have to report under EU ETS if the generating capacity is large enough (see our separate guidance).

We proposed that a non-linear series of targets for efficiency improvements in data centres would be most appropriate for the sector. We suggested that the series was loaded so that the most ambitious targets occurred in the second and third target periods rather than the first and fourth. This approach would give the sector time to implement efficiency measures but will still deliver approximately the same net carbon reductions as a linear target. Our proposal was illustrated in the chart and our reasoning is explained below. The proposal was accepted by DECC.DECC has now been superseded by BEIS (Department for Business, Energy and Industrial Strategy)

70/30 Rule Rule allowing for all the energy consumed at a site to be included in the CCA eligible facility if 70% or more of the site’s energy is consumed within the installation. Therule provides for an additional amount of the site’s energy to be included in the eligible facility if the energy consumed by the installation is less than 70% of the energy consumed on the site. The additional energy that can be included is a maximum of 3/7th of the energy consumed in the installation. Base Year A 12 month period agreed between an operator and the Environment Agency, ending before the date of an underlying agreement, for which data are supplied by an operator to the Environment Agency before the operator enters into the agreement.* The data from this 12 month continuous period establish the baseline performance of the target unit before the underlying agreement. Future performance and energy and carbon savings achieved in the scheme are measured relative to this base year performance.* A

For cold storage, performance is overseen by the Cold Chain Federation1. Cold stores have consistently met the efficiency targets of the scheme and in the process have saved over £10m a year. The Federation has been instrumental in helping the sector to work together to achieve its targets through strong administrative and technical support. The scheme, recently extended until 2025, is popular with both industry and Government and a recent evaluation found they provide value for the economy and the taxpayer, promote energy efficiency and protect the competitiveness of UK business.
