Tiers. The City shall solicit bids for the health benefit plan based upon the bid specifications. The City shall award the contract(s) for the health benefit plan to those bidders, who meet bid specifications at the lowest aggregate premium cost for all options required under the bid specifications, including the specifications of any self insurance plan, provided however any health benefit plan(s) specifications shall be at least equal to the plan(s) in effect on December 31, 2001.

Tiers. The Tier structure was created to allow for variations in the cost of labor across the 54 states and territories and the District of Columbia. For example, the cost for Project Management services in a very small community is probably significantly different from Project Management services in San Diego CA. The Tiers are intended to allow flexibility to adequately compensate in order to obtain the talent in different geographical locations since the pricing is firm fixed priced. For example, Tier 1 localities are in locations that tend to have low labor costs (not necessarily low cost of living). Tier 2 includes cities that have moderate labor costs, and Tier 3 includes areas that have high labor costs. Tier 4 is for Hawaii, Alaska and the U. S. Territories; which are placed in their own Tier because the cost of labor and labor laws somewhat differ from continental U. S. costs. The Tier structure is found at Section J Attachment 1A. Tiers. The Health and Human Services Commission (HHSC) delivers eligibility services to clients for the state and federal programs administered by HHSC including Food Stamps, Temporary Assistance for Needy Families (TANF), Children's Health Insurance Program (CHIP), Medicaid for children and adults, and Medicaid for the Elderly and People with Disabilities (MEPD). Consumers access the eligibility services in person at local eligibility offices, by phone, mail, fax, or through the internet. Tiers. Tier 1: Certified Staff who are at least age 55 with 15 years’ experience at Eastern ▇▇▇▇▇▇ School Corporation by June 30, 2006. Tier 2: Certified Staff hired on or before June 30, 1995, but not eligible for Tier 1. Tier 3: Certified Staff hired after June 30, 1995 and by June 30, 2002.
