Protection Packages. The existing Line 11 protection is step distance (SEL-321) for the ‘A’ package and step distance (SEL-221) for the ‘B’ package. The ‘A’ package will be converted to a POTT with a Gard8000 and reset to accommodate the generation. The ‘B’ package cannot accommodate the addition of the generation and will be replaced with an SEL-311C. DTT transmit and receive to the Tayandenega Solar Collector Substation will be added. A second GARD8000 will be installed for communication with the Tayandenega Solar Collector Substation. DTT will be sent to the Tayandenega Solar Collector Substation for a line relay operation and R11 breaker failure. DTT for breaker failure will be received from the Tayandenega Solar Collector Substation. An SEL-351-6 will be added for DTT receive supervision and will be used to trip and drive reclosing to lockout. The existing ACR reclosing relay will be replaced with SEL 351-6 relay to allow addition of DTL for DTT receive.
Protection Packages. The existing Line 6 protections are step distance (SEL-221 and SEL-321) and cannot be reset to accommodate the addition of the generation. The relays will be replaced and located in the Connecting Transmission Owner’s control enclosure. The new ‘A’ package will be a permissive overreaching transfer trip (“POTT”) scheme consisting of an ERLPhase LPro 4000 and an RFL GARD8000, and the new ‘B’ package will be step distance consisting of an SEL- 311C. DTT will be sent to the Tayandenega Solar Collector Substation for a line relay operation, tie breaker R81, or phase shifter out of service and R6 breaker failure. DTT for breaker failure will be received from the Tayandenega Solar Collector Substation. An SEL-351-6 will be added for DTT receive supervision and to trip and drive reclosing to lockout. The existing ACR reclosing relay will be replaced with SEL 351-6 relay to allow addition of Drive to Lockout (“DTL”) for DTT receive.
Protection Packages. For the ‘A’ package, the existing SEL-321 distance relay will be reused, converted to a POTT scheme, and reset for the shorter line. The existing SEL 311C relay in the ‘B’ package will be reused and reset for the shorter line. DTT receive for breaker failure at Middle Road Substation will be added requiring the addition of an SEL-351-6 relay. Telecommunications Communication to Middle Road Substation will be via the existing fiber for the POTT and DTT schemes using new MTS cards in an RFL IMUX 2000. A new panel will be installed adjacent to the existing line relays to house the communication equipment and DTT relay. Therefore, ADSS cable will be extended from Structure 319 outside of the station to the control house. One (1) free-standing rack will need to be installed to terminate ADSS.
Protection Packages. For the ‘A’ package, the existing electromechanical line protection will be replaced with a GE L90 line differential protection package. The existing electromechanical relay in the ‘B’ SERVICE AGREEMENT NO. 2334 package will be replaced with a SEL-311C and converted to a POTT scheme. Breaker failure protection will be included in the line relay, and a SEL-351-6 will be added for automatic reclosing. ‘A’ and ‘B’ package DTT receive for breaker failure at Middle Road Substation will be added requiring the addition of two SEL-351-6 relays. Telecommunications For the ‘A’ package, an IMUX 2000 with MA- 620 and MTS cards will be added for the line differential and DTT. For the ‘B’ package, an IMUX 2000 with MTS cards will be added for the POTT and DTT. An underground fiber will be run from the station control house to a new splice box that will be located on the Line 6 termination structure inside the Black River Substation.
Protection Packages. The existing protection package 'A' is directional comparison unblocking (“DCUB”) with a LPRO-4000 relay using programmable logic controller (“PLC”), and the 'B' package step distance with a SEL-311C using leased digital circuit. The existing relays and the reclosing relay (SEL-351-6) will be reused. To accommodate the interconnection of the Small Generating Facility, redundant DTT from Connecting Transmission Owner’s Long Lane Substation shall be added to ensure removal of the generation. The DTT 'A' package will us power line carrier which will require installation of an RFL GARD 8000 PLC carrier set. (Note: The Facilities Study for the Small Generating Facility assumed that the existing Line 6 trap tuning pack, Line 6 tuner and RFL 9780 will not require replacement. However, depending on the transmit and receive frequencies determined during final engineering, replacement may be required). The 'B' package will use a leased digital circuit which will require installation of an RFL GARD 8000 tele-protection set at the Albany 2 Collector Substation A new relay panel will be installed for the communications equipment. The A and B line relays will also perform breaker failure, DTT receive supervision and contact multiplication. DTT transmit to the Albany 2 Collector Substation will be added for a line relay operation, R6 breaker failure, and if R6 is opened. Additional channels available on the GARD 8000s shall be used for this protection scheme.
Protection Packages. The existing primary and backup electromechanical line relays for Line 73 shall be replaced with digital relays coinciding with the protection at the ▇▇▇▇▇▇▇▇ Road Station. The ‘A’ package will consist of an ErlPhase LPRO relay configured for a DCUB scheme using RFL 9780 FSK PLC, and the ‘B’ package will be a SEL 311C relay configured for a POTT scheme using mirrored bits via RFL IMUX SONET equipment over microwave. Reverse looking elements in the ‘B’ package will also provide backup bus protection. Existing relay panels will be reused. Redundant single channel DTT receive schemes shall be added for breaker failure protection at the ▇▇▇▇▇▇▇▇ Road Station using SEL-351-6 relays (breaker failure at ▇▇▇▇▇▇▇▇ Road Station will trip Dunkirk breaker R1402). The existing AC Reclosing relay located on the line relay panels will be replaced with a SEL-351-6 relay to allow the drive to lockout functionality for DTT receive implementation. • Controls and Integration Due to the age of the existing RTU, all new alarm points will need to be hardwired to status cards in the RTU because DNP communication with the new relaying will not be available. A new SEL-2032 will be added to provide engineering access to the new relays. An RE-43A/M control handle capable of remote operation will be provided for the R1402 breaker to allow for the automatic reclosing function to be enabled or disabled.
Protection Packages. DTT to the Sky High Solar Collector Substation will be added to trip the Sky High generation when the ▇▇▇▇▇▇ X18K19 switch is closed and ▇▇▇▇▇▇ breakers R190 and R835 are open. DTT receive will be added to trip ▇▇▇▇▇▇ for breaker failure at the Sky High Collector Substation when X18K19 switch is closed. These DTT packages will require installation of a RFL GARD 8000 chassis with a digital communication interface and a SEL 351.

DTT will be sent to the ELP Stillwater Solar Collector Substation for a line relay operation, R3 or R11 breaker failure, and if both R3 and R11 are open. DTT for breaker failure will be received from the ELP Stillwater Solar Collector Substation. A SEL-351- 6 will be added for DTT to and from the ELP Stillwater Solar Collector Substation.
Protection Packages. The existing Line 10 protection packages and breaker control relays at Rotterdam Substation cannot accommodate interconnection of the Small Generating Facility and shall be replaced. The existing line relays for Line 10 in panel 68 and reclosing relays on panel 16 will be removed, and the asbestos panels in control house 2 shall be replaced with sheet metal panels. The "A" package will be converted to a POTT scheme consisting of an ERL Phase LPRO 4000 and GARD 8000 using leased fiber. The “B” package protection shall be a step distance scheme consisting of SEL-311C. The new “A” and “B” relays along with 43PT and 43TT switches shall be installed in panel 12. The “A” and “B” Package line protection shall perform breaker failure protection. Sync check and reclosing (ACR) relays in panel 16 will be replaced with a SEL 351-
