Project Roles and Responsibilities. A. This section defines general roles and responsibilities for the entities involved in the Project.
B. The OMT is comprise of representatives from HAS or from Program Management Support Services (PMSS) staffed positions. City of Houston (City) ▪ The City of Houston is the owner and approver of all Contracts executed for work at Houston Airports ▪ The Houston City Council approves all Contracts and changes to Contracts, unless otherwise delegated. ▪ Delegated authority for work within the Houston Airport System is granted to the Director of the Department of Aviation. Houston Airport System (HAS) ▪ HAS, through the Director of the Department of Aviation or authorized designee, represents the City of Houston with respect to management and operation of the Airports. ▪ Use of the terms City or HAS may be used interchangeably ▪ Approves, makes decisions throughout project phases. ▪ Ensures that HAS required decisions are made in a timely manner. ▪ Facilitates communication with City of Houston, Department of Public Works and Engineering (PWE) and Building Standards Group (BSG) to keep all parties informed of project progress and construction permit submittals. ▪ Provides key input on owner requirements related to planning, art program, technology, finance, operations, maintenance, security, and safety. HAS Management Team ▪ Provides overall leadership of the airport and advises HAS Director on project status and key decisions affecting scope, schedule, budget, safety, and quality. ▪ Develops policies, procedures, and execution plans to deliver the Program and projects. ▪ Coordinates all work to be undertaken with HAS divisions, departments, and external stakeholders as necessary for the timely and quality execution of the Program. ▪ Engages and collaborates with airport stakeholders to minimize disruption of operations and services throughout the duration of the Program.

Project Roles and Responsibilities. FNS will provide direction and technical assistance to the awardee(s). The awardee(s) shall: • Select/hire appropriately credentialed personnel to manage and operate the project; • Delegate responsibilities to retailers or other partners as appropriate; • Recruit and train retailers in all relevant aspects of HFMI and overseeing their activities to ensure project integrity and effectiveness, including: o Amending Third Party Processors (TPP) and EBT-only agreements, as needed, to support system and procedural changes at participating retailers; o Developing a plan for the tracking and use of incentives that ensures project integrity; o Developing Memoranda of Understanding with participating retailers that have the capability to identify HFMI target foods to ensure they understand their responsibilities and meet milestones of the HFMI management plan. o Informing and educating SNAP recipients on HFMI incentives and how to use them; o Collecting, recording and reporting required data; and o Providing necessary support, resources, and oversight. • Train other partners, as applicable, on the requirements and limitations of HFMI to ensure compliance; • Maintain records on project costs; • Seek FNS approval at critical junctures and checkpoints after award, including management plan, budget plan, training plans, EBT contractor’s design and implementation plan (if applicable), and retailer accountability plans that are submitted in preliminary form in the application; • Meet specific obligations and approval points that will be further delineated by FNS in terms of the cooperative agreement between FNS a...
