Project Performance Monitoring System. 17. The Borrower shall cause UCSA to ensure that the implementation of the Project, the operation of the Project facilities, and the benefits derived from the Project are monitored and evaluated annually by the PMU. Within six (6) months of the Effective Date, a PPMS shall be established by UCSA. The establishment of baseline data and benchmarks, collection of information, monitoring and evaluation of benefits, and evaluation of social impact, shall be undertaken by the PMU with the consultants support. The Borrower shall cause MOTC to establish a project performance monitoring system within six (6) months of the Effective Date and collect baseline data for performance monitoring. The key indicators and assumptions outlined at the impact and outcome levels in the Project design and monitoring framework will be the primary data required for analysis. Project Review
Project Performance Monitoring System. 14. Within 3 months after the Effective Date, BR shall establish a Project Performance Monitoring System in line with the targets, indicators set in the Project’s design monitoring framework. Within 6 months of the Effective Date, the baseline data corresponding to indicators and targets set out in the Project status report shall be updated during the detailed design stage, disaggregated by income levels and sex as required. After the initial baseline survey, BR with support of the consultants, shall conduct annual survey and quarterly monitoring of indicators and submit quarterly report to ADB throughout Project implementation.

Within 6 months after Loan effectiveness, the Borrower shall establish, or cause NAC to establish, a PPMS acceptable to ADB in line with the targets, indicators and procedures agreed between the Borrower and ADB. NAC shall monitor the indicators according to the agreed framework on a quarterly basis to determine the efficiency and effectiveness of the Project, and will provide to ADB quarterly reports from the establishment of PIU until project completion, and thereafter on an annual basis for the first 5 years after project completion. The Borrower shall ensure that PPMS, based on management information software linked to a geographic information system, is adopted for monitoring and evaluating implementation performance and development impacts at various stages of the Project cycle. The participatory baseline survey and follow-up surveys for each Subproject shall be led by NGOs. Initial conditions determined through baseline survey in each Subproject shall be updated at six-monthly intervals. Socio-economic data shall be disaggregated by gender and ethnicity, as appropriate. Project Performance Monitoring System. 7. Within 6 months of the effectiveness of this Grant Agreement, the Recipient shall ensure that the Project Performance Monitoring System will have been established.

Within 3 months after the Effective Date, the State shall cause MP Transco and/or each DISCOM to establish a project performance monitoring system (PPMS) acceptable to ADB in line with the targets, indicators and procedures agreed with ADB. The State shall monitor the indicators according to the agreed framework on a semiannual basis to determine the efficiency and effectiveness of the Project, and will provide ADB with quarterly reports until project completion.
Project Performance Monitoring System. 25. The Borrower shall prepare and provide ADB with the next FY’s Project operational plan at least 30 days before the start of the next FY. The operational plan shall include, but is not limited to: (i) Project activities with cost estimates proposed for each component/ subcomponent with performance targets; (ii) a plan for complying with outstanding covenants of this Loan Agreement; (iii) a breakdown of financial requirements, including Loan proceeds withdrawal and counterpart funds from the Borrower; and (iv) details of how Project activities are to be integrated into other ongoing programs.
