Principles and Procedures. During the term of the 2004 - 2006 Collective Agreement (and renewed for 2006 - 2010 Collective Agreement) the University may establish a very limited number of positions in Development/External Relations and/or in CASS critical to effecting fundamental change or objectives consistent with the objectives in the University strategic plan. The maximum number of such positions will be limited to 6 between the two divisions. In such event, this letter of understanding establishes the intent of the parties to review any proposal to vary from the salary policy under the Collective Agreement defined in Article 21, in order to attract candidates with a profile of achievement, skill, and ability which best meets the exceptional requirements of the position. At the time such a position is established and in advance of recruitment, the University will provide the PEA with sufficient information concerning the nature of its key objectives, the job evaluation level and pay band, and the competitive labour market factors anticipated in recruitment that would require a special adjustment above the evaluated pay band. Competitive labour market factors that the University will take into consideration and present to the PEA in these limited circumstances include: the anticipated salaries of the best qualified candidates in a hot skill job market, reasonable labour market survey data for similar positions that indicate what the rates are at the high end of the spectrum in comparison to the average or median; other relevant factors that may arise. The parties will make a good faith effort to review each case expeditiously and to reach an agreement on the parameters of a special adjustment or stipend that the University may include in an offer of employment to maximize its ability to be competitive in the recruitment process. Each case to which the parties agree will be without prejudice and will not establish a precedent with respect to any other case or job evaluation. The University will not include any special adjustment in an offer of employment if no agreement is reached. All discussions and exchange of information between the parties to that stage will be considered without prejudice.

This is based on: fundamental quantity and quality criteria for work performed and notably the following 6 criteria:  quality of work  team spirit  initiative  motivation  professionalism  customer contact  appraisals are performed with line managers (based on a desire to decentralise assessment). Appraisals are validated by management.
