POST AWARD. There are several post award requirements that must be met. The intent is not to manage or interfere with an awardee’s research, but rather to evaluate projects and activities so that we can evaluate program success, report on outcomes, and assist in securing further funding. Each project is specifically required to provide: a) One-year project: schedule a midterm briefing approximately six months after start date. This briefing must include progress summary, future plans, proposal efforts and a research expenditures report. b) Two-year project: submit a written report 60 days prior to the one year anniversary. This report must include progress summary, future plans, proposal efforts and a research expenditures report. First year expenditure approval and money transfer and second year funding is contingent on acceptable progress and will not be released without satisfactory review. c) Upon conclusion of the project, both one and two-year award recipients will be required to give an oral presentation of their research to the Institute Directors and other interested colleagues. In addition to the oral presentation a written summary of no more than two pages should be submitted to the ▇▇▇ ▇▇▇▇▇▇▇ Institute. The final report should outline future plans, describe how the funds have been leveraged, and include a research expenditures report detailing project expenses (the research expenditures report is not counted towards the two page summary report). d) Publications derived from research funded under this program are required to acknowledge the support by inserting appropriate wording (i.e., “this work made possible in part through support from the ▇▇▇ ▇▇▇▇▇▇▇ Institute for Information Technology at Rice University under the Enriching Rice through Information Technology seed funding program supported by ”).

POST AWARD. At the time of award, the construction phase budget will be adjusted so that it matches Form 65 Project Financial Statement exactly. The preconstruction phases have to be closed shortly thereafter (approximately 30 days) or a request with justification has to be made to keep the funds open. The approved commission budget level is significant in determining the number of authorized actions over the life of a project. Use Systems, Applications and Products in Data Processing (SAP) transaction ZJ20 to access Form 65 which will indicate the Approve Commission Budget. It is from this dollar amount that the 10 percent will be computed for determining if Chief Engineer approval is required for project award during the project bid process. It is also from this amount that the 15 percent will be calculated to establish if Transportation Commission (TC) action is required to increase the project budget or for award of a project at bid. Any request for additional budget greater than 15 percent of the approved TC budget will be processed through a budget supplement action, which occurs on a monthly basis. If the budget request is less than 15 percent of the TC approved budget, the Office of Financial Management and Budget (OFMB) may approve the request as an “allotment advice”. Allotment advice includes transfers to projects from pools or other projects. An allotment advice is usually processed within a few days.
