A. Increased disclosure of problem behavior that will be of interest to professionals who work with persons convicted of a sexual offense;
B. Deterrence of problem behavior among persons convicted of a sexual offense by increasing the likelihood that engagement in such behaviors will be brought to the attention of supervision and treatment professionals; and
C. Detection of involvement in or abstinence from problem behavior that would alert supervision and treatment professionals to any escalation in the level of threat to the community or potential victims of sexual abuse.
Operational objectives. There are nine specific objectives within this overarching goal for participating member states. These are to: • agree on a minimum dataset that describes the necessary patient summary health information to support citizens seeking unscheduled healthcare in a member state other than their normal country of residence; • agree similarly on a basic dataset and other requirements for ePrescription; • agree a minimum set of requirements for the access to information taking into ac- count the needs of the various actors, including specifically citizens, healthcare pro- fessionals and healthcare provider organisations; • design, implement and test a practical technical solution to confidentiality and secu- rity requirements in a ‘laboratory’ setting; • demonstrate the practical implementation of the solution, again in compliance with confidentiality and security requirements, in a number of settings in a number of par- ticipating states • evaluate the results of the practical implementation; • demonstrate the ability to access information in compliance with relevant confiden- tiality and security requirements, including in particular the content of the Euro- pean Data Protection Directive and any further formally agreed amendments to this that come from the Article 29 Working Party; • contribute to the development of relevant interoperability standards; • propose ways in which the implementation may be replicated in all other member states, in collaboration with those other states.

Operational objectives. Upon meeting or completing each of the following items, the Shareholder shall be issued 41,666 Escrow Shares for each item met or completed up to an aggregate of 250,000 Escrow Shares:
(a) Reducing FBMS's overall operating expenses on an annualized basis as a percentage of revenue by not less than five percent for the three months ended December 31, 1999 as compared to the six months ended June 30, 1999.
