The Responsible Event Manager is accountable for all aspects of the event and for compliance with applicable rules. The Responsible Event Manager must be on-campus during the event.

Ladders. Ladders must be properly secured and of appropriate size and load bearing capacity. Non-conductive ladders shall be used when working on or near electrical equipment. Scaffolding Scaffolding must be inspected and approved by a competent person familiar with scaffold erection requirements before use and must bear a tag designating its approved status. Control of Hazardous Energy (Lockout/Tagout) In addition to their own procedures, contractors shall be familiar with and comply with Company site-specific lockout/tagout procedures while working on powered equipment, when performing confined space entry operations, or when engaged in other work activities where the control of hazardous energy is necessary to verify personal safety.
Ladders. Fall prevention shall be considered by the competent person if employees work from a ladder 6’ or more above a lower level. Metal ladders shall not be used on Webcor/Obayashi projects. When ascending or descending a ladder, employees shall maintain a three-point contact and not carry anything that could cause them to fall. Pull ropes should be placed at all access ladders to lift tools or equipment from level to level. As a minimum, only type 1 or 1-A Heavy/Extra Heavy duty ladders, which carry a minimum of 275 lbs. to 300 lbs., will be allowed on Webcor/Obayashi projects. Scaffolds All scaffolds will be constructed and maintained so as to meet all Safety requirements of Cal/OSHA and Webcor/Obayashi. Failure to maintain scaffolds in good condition will result in removal by Webcor/Obayashi. All scaffolds must have top rails, mid rails, and toe boards at all platform levels. All scaffolds are to be built under the supervision of a competent person. The person’s name and their qualifications shall be submitted in writing to Webcor/Obayashi prior to the start of work. Daily pre-shift inspection checklists shall be performed by a competent person, maintained by the subcontractor and submitted to Webcor/Obayashi upon request. 100% fall protection is required at all heights above 6’. A competent person shall determine if it is feasible to use fall protection devices while erecting/dismantling a scaffold. Rolling scaffold wheels shall be locked when in use. A horizontal, diagonal brace shall be in place to prevent the scaffold from “wracking”. Cross bracing shall not be used as a top or mid rail.
