Elementary Class Size Clause Samples
The Elementary Class Size clause sets limits on the number of students assigned to each elementary classroom. Typically, it specifies a maximum student count per teacher or class, and may outline procedures for addressing over-enrollment, such as hiring additional staff or creating new sections. This clause ensures manageable class sizes, supporting effective instruction and individualized attention, while also helping to prevent teacher overload and maintain educational quality.
Elementary Class Size. The District and the Association agree that class size will be maintained to meet the following standards:
SECTION 13.1.1 The District and the Association agree that class size will be maintained to meet the following standards: Classes in grades K-1 should not exceed 24 students. Classes in grades 2-3 should not exceed 26 students. Classes in grades 4-5 should not exceed 28 students. Split classes in grades K-3 should not exceed 25 students. Split classes of grades 3 & 4 should not exceed 26 students. Split classes in grades 4-5 should not exceed 27 students. All split classes formed to balance student enrollment shall be provided one (1) hour of aide time. Split classes formed to implement building or team program decisions shall not be provided one (1) hour of split class aide time. Classes formed to avoid a split class will qualify for large class remedies if they exceed the numbers about. In consultation with the principal, grade level peers and the teacher of the elementary split/combination classroom will meet to create a shared-responsibility, dual grade collaborative instructional plan to address grade level curriculum requirements. Impact of special education students on general education classrooms: When possible, IEP and 504 identified students will be assigned in a manner that results in an equitable apportionment among general education teachers at each school, with special consideration for the nature and extent of the disability in order to meet individual student needs.
SECTION 13.1.2 Should classes exceed the above numbers on the first school day of October, December, February, or April the following remedies will apply:

38.1.2 Split classes: maximum of the lower class
Elementary Class Size. With the exception of inclusion classes and special classes, elementary class size should be no larger than twenty-eight (28) students.

Elementary Class Size. 6.6.1 The following instructional load standards are established except for traditional large group instruction classes, for which state standards are prescribed, and except when the District because of financial crisis (such as double levy failure, 5% decline in state class size funding for a specific grade as defined by OSPI, will result in an increase in the affected grade level by one student).
6.6.2 Combined classes will use the lowest grade level to determine the class standard.
6.6.3 Class sizes will be determined as follows:
Elementary Class Size. Any regular elementary classroom in an elementary school that has one (1) or more students over the maximum enrollment specified in the School District Policy shall have a district employed aide or certified employee to assist at least one (1) hour per day per overload student enrolled.

K-5 Grade Class Size: It is the goal of the School District to limit the size of • Grades kindergarten and first to a maximum of 26 pupils • Grades 2 and 3 to a maximum of 29 pupils • Grades 4 and 5 to a maximum of 31 pupils. When it is necessary to combine the aforementioned grades, the class size goal will be reduced by two with the lowest grade level used as the guideline. The District will make every reasonable effort to meet these goals by adjusting classes within the building, the principal shall meet with the affected employee, and every reasonable effort shall be made to grant assistance to such teacher through reallocations of building resources (e.g. paraeducator time, additional materials, clerical assistance, and/or release duty time). Should such resources for assistance not be available at the building level, the appropriate District administrator shall meet with the affected employee and the building principal to determine what assistance, if any, will be provided. C-6.1 Students who receive special education services will have an IEP. The IEP is collaboratively developed by the IEP Team, who will determine the appropriate programming. The IEP Team will include general educators, parents, and special education personnel. The regular classroom employee will have access to IEP information and will determine, in collaboration with special education staff what additional assistance, if any, is required in terms of the child’s successful inclusion. Assistance for special education students in the general classroom may include consultative services, instruction support, and possibly team teaching from special education personnel. The special education case managers will be responsible for overseeing the implementation of the IEP and monitoring student progress on the IEP. Concerns regarding the student’s IEP will be addressed through the IEP review process.
Elementary Class Size. The existing contractual language regarding class size will be followed; however, due to the changing nature of student and staff assignments, the parties agree that flexibility and collaboration at the building-level is necessary. Article XIII of the collective bargaining agreement sets the following conditions for class sizes: K 1 2-5

The District shall maintain the following certificated staffing ratios: Universal TK (UTK) 24:1 (Ratio follows State requirements) Title Schools, Grades K-3 22:1 Grades K-3 24:1 with an annual average class enrollment not to exceed 27 for each school site The District and SEA agree to closely monitor class sizes at all grade levels and make appropriate changes to keep class sizes, as much as possible, aligned with the staffing ratios above. The two parties agree to work toward the criteria provided in the LCFF regarding Grade Span Adjustment. Every reasonable effort shall be made to not exceed thirty-four (34) students in grades 4-6. Efforts will be made to have a volunteer take the class with an overage/split. If there are no volunteers, an administrator can appoint a teacher. Efforts are to be made when an administrator must make the appointment to balance the class size issues from year to year. When a school has a K/1 or 5/6 split class, every effort will be made to provide 3.75 hours of non- certificated daily classroom support.
Elementary Class Size. Regular elementary classroom teachers shall have a limit of twenty-eight (28) students. Special area teachers shall have a limit of thirty-four (34) students per class. In the event that future budget cuts require the elimination of positions, the District and the Association will establish a memorandum of agreement that allows for elementary classes to exceed this limit in order to prevent staff reductions at other levels.
