Diagnostic Testing. We reviewed publicly available Ohio COVID-19 diagnostic testing data4, in addition to emerging CY 2020 MMC encounters through September 2020, for the purpose of developing estimated CY 2021 benefit expense amounts for COVID-19 testing. Program changes deemed immaterial to benefit expenses in the rate period Adjustment factors were developed for policy and program changes estimated to materially affect the managed care program during CY 2021 that are not fully reflected in the CY 2019 base experience. Program adjustments were made in the rate development process to the extent a policy or reimbursement change is deemed to have a material cost impact to the MCPs. We defined a program adjustment to be ‘material’ if the total benefit expense for any individual rate cell is impacted by more than 0.1%. In addition, program adjustments that were determined to be material in prior rate setting activities, or are material to the MyCare Ohio program, are considered material. The following is a list of program adjustments deemed immaterial based on our review of the experience data and policy change.  Nursing Facility Bed Hold Days. ODM increased the number of nursing facility bed-hold days from 30 to 60 days. These days represent the length of time that a NF provider is expected to reserve a bed for NF residents while the resident is temporarily absent from the NF for hospitalization. Based on our review of the bed-hold days in the baseline experience data, we anticipate that this change is immaterial to the MMC program.

ODM will require a consistent approach to medication reviews for children in custody. The goal is for these medication reviews is to create a meaningful way the public children services association of Ohio (PCSAs) and MCPs can collaborate to provide better care for the youth they serve, as well as, provide a way to assist PCSAs in tracking antipsychotics and other prescriptions in their population. At this time, we anticipate that this change is immaterial to the MMC program.
Diagnostic Testing. Unless the School has elected to use available test data for student placement, a teacher employed by the Provider shall test each student participating in the Provider’s instructional program, utilizing standard assessment instruments and a diagnostic assessment model. A Personalized Education Plan (PEP) will be generated for each student and will be used to guide instruction, along with regular input from classroom teachers.
Diagnostic Testing. The goal of diagnostic testing is to help provide the Energy Specialist with more in-depth information to help determine the current level of insulation within a home to more accurately prescribe insulation measures. It is the Energy Specialist’s job to use all necessary diagnostic tests to best recommend eligible measures to the customer through the Mass Save program. These tests shall be run to verify the ability to insulate the home or to help convince the customer to get the work done. If air sealing is happening at the same time as the diagnostic visit, the Energy Specialist shall consult with the Air Sealing Technician about what measures to recommend. Here are all the diagnostic tests that an Energy Specialist can utilize during a diagnostic visit:  Infrared Camera Scan The infrared scan is performed to learn more about the insulation present in the home. It is helpful for the customer to watch this part of the home energy assessment so they can see the images on the screen. If the Energy Specialist will be running a blower door test, the infrared camera should be used first so that the blower door does not eliminate the needed temperature difference. An 18-degree temperature difference between the inside of the home and the outside of the home is recommended to get a clear picture of the existing insulation. When using the IR camera from inside the home and the temperature outside is cold, if there is no insulation in the walls, the wall framing should appear warmer than the cavities. If the walls are insulated, the wall framing should appear cooler than the cavities. The Energy Specialist must be careful of situations where the walls may be warmed by the sun or other heat source which could blur or reverse the images. Infrared scans are best done in the morning while it is still cold outside and before the sun shines on the building. Energy Specialists should be especially careful when viewing the south and west wall in the afternoon. Infrared images of ceilings often don’t reveal much because the attic or roof is often warm compared to the outdoors. Infrared images of metal surfaces or glass surfaces can be meaningless since they tend to reflect other infrared light rather than emit their own.  Blower Door Test A blower door test shall be run only after determining that no asbestos-like material or vermiculite insulation is present in the home. Diagnostic Testing. The Parent acknowledges that diagnostic testing of the Student may be required as part of the academic program at the School and agrees that such testing may be administered as necessary, provided that the School shall give the Parent no less than 48 hours notice of such testing.
