Coverage. The target population for MEPS in this file is the 2009 U.S. civilian noninstitutionalized population. However, the MEPS sampled households are a subsample of the NHIS households interviewed in 2007 (Panel 13) and 2008 (Panel 14). New households created after the NHIS interviews for the respective Panels and consisting exclusively of persons who entered the target population after 2007 (Panel 13) or after 2008 (Panel 14) are not covered by MEPS. Neither are previously out-of-scope persons who join an existing household but are unrelated to the current household residents. Persons not covered by a given MEPS panel thus include some members of the following groups: immigrants; persons leaving the military; U.S. citizens returning from residence in another country; and persons leaving institutions. The set of uncovered persons constitutes only a small segment of the MEPS target population.
