Contractor Quality Control. The Government will evaluate the Contractor’s performance under this contract and respective task orders in accordance with the Surveillance Activity Checklist, Attachment 3. The principal evaluator of Contractor work quality is the Government COR/ACOR in coordination with TPOC/Alternate TPOC (ATPOC). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the plan will survey, observe, test, sample, evaluate, and document the Contractor’s performance standards identified in this SOW and resulting T/Os.

The Contractor shall maintain current records providing factual evidence that the required QC activities and/or tests have been performed according to their QC Plan. The Contractor shall notify the KO as soon as possible of any detected noncompliance of work performed with established QC criteria. The nonconformance report shall include the cause of the nonconformance, proposed corrective action(s), and effect of the nonconformance. Additional QC requirements are included in Attachment 5 - NWK Supplement for Contractor Quality Control Plans for Remedial Actions. The Government reserves the right to require the Contractor to resubmit any services, supplies, or materials found not to comply with the contract.
Contractor Quality Control. Hot/Warm Mix Asphalt for testing purposes will be sampled at a location in the process as approved by the District Engineer or their Designee. Contractor shall arrange for calibration samples to be provided to the Testing Agency (District Laboratory) so that each ignition oven can be calibrated to perform AASHTO T 308 in accordance with the State Materials Bureau’s Ignition Oven Calibration Factors Procedures. This will be incidental to the Hot Mix Asphalt. At no cost to NMDOT, Contractor is responsible to obtaining all necessary and applicable testing data for production / process control and share the results with NMDOT Project Staff. The following are the MINIMUM TESTING REQUIREMENTS FOR HOT MIX ASPHALT: Roadway Density Agency Testing 1 per 300 tons Roadway Density Independent Assurance 2 per project min. Gradation Agency Testing 1 per day Gradation Independent Assurance 2 per project min. Acceptance for hot mix asphalt density will be based on roadway densities utilizing a portable nuclear densometer. The cost of water shall be incidental to repaving items. The contractor shall abide by the water laws of the state and the rules and regulations of the Office of the State Engineer when appropriating water. Hot/Warm mix asphalt shall be furnished utilizing existing NMDOT hot/warm mix designs or designed by a commercial laboratory. In either case, designs shall be approved by the State Materials Laboratory of the NMDOT. Asphalt shall be of the Type PG 76-22 or PG 70-22, as specified by individual purchase order line item number selection. For the purposes of this Price Agreement, the base grade PG Binder shall the minimum PG binder used in the NMDOT approved HMA/WMA mix design. Use of blending charts with 15% of RAP Mix designs or less shall not be permitted. All mix designs provided for this Price Agreement shall use 15% RAP or less. Utilization of Item 073 for hauling of new hot mix asphalt for Item 029 or 030 will be measured on an hourly basis when material is delivered directly from the plant to the machine. Contractor Quality Control. (CQC) The Contractor shall ensure that the requirements of this contract are met at the timeliness and quality levels specified by implementing a rigorous Quality Control program. The Contractor shall maintain and make accessible to the USG Quality Assurance Representatives (QAR) information required by the contract and as required by the Federal Acquisition Regulations (FAR) and its applicable supplemental regulations. During the evaluation of the work, the Contractor shall provide the professional supervision, logistical support, safety monitoring and quality control necessary to ensure the accuracy, quality, completeness, and progress of the services provided. The USG will corroborate and assess the Contractor’s Quality Control Program through its own Quality Assurance Program.

Contractor Quality Control. 1.0 The contractor shall perform Quality Control (QC) testing in accordance with the specifications and as specified herein. The contractor shall submit a Quality Control Plan (QC Plan) to the engineer for approval that includes all items listed in Section 2.0, prior to beginning work.
Contractor Quality Control. The Contractor shall establish and maintain a complete Quality Control (QC) program in accordance with “CONTRACTOR QUALITY CONTROL,” in Section E. Contractor performed inspections are independent of those performed by the Government. The Contractor shall perform the inspections prior to requesting acceptance of the work by the Government and shall provide logs that document each weekly or daily inspection, including, but not limited, comments concerning problems and solutions, task and personnel, project progress, and reviewing and editing efforts. The Contractor will provide the Government access to the logs upon request at any time during the course of a Task Order and the Contractor shall deliver them within five (5) working days of the request. The Contractor’s Project Director and the QC inspector shall attend pre-performance meetings. The QC inspector shall also attend meetings with the Contracting Officer and other Government personnel to resolve quality considerations and problems that may arise in the course of the work.

The Contractor is required to prepare a Contractor Quality Control Plan (CQC Plan) for each task order, specific to the work required under that task order and operations will be permitted to begin only after Government acceptance of the CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started. The CQC Plan shall identify the personnel, plans, procedures, and organization for the work to be completed on a specific task order to effectively demonstrate how the Contractor will ensure quality deliverables. The Contractor shall maintain current records providing factual evidence that the required quality control activities and/or tests have been performed. The Contractor shall notify the COR and KO as soon as possible of any detected noncompliance of work performed with established quality control criteria. The nonconformance report shall include the cause of the nonconformance, proposed corrective action(s), and effect of the nonconformance. Additional Quality Control requirements are included in Attachment 9 - NWK Supplement for Contractor Quality Control Plans for Remedial Actions, which is listed as an attachment in Section J. The Government reserves the right to require the Contractor to resubmit any services, supplies, or materials found not to comply with the contract.
