Charter. The terms of this Lease shall be governed by and subject to the budget and fiscal provisions of the Charter of the City and County of San Francisco.

The School Corporation shall establish a public charter school (the “School”) in the District of Columbia and shall operate such School in accordance with this Agreement, the Act, and other applicable federal and District of Columbia laws. This Charter Contract shall constitute the School’s charter and shall be binding on the School, the Governing Board, and the Commission.
