AOB. Under AOB, Ecuador made a presentation on the "Unique System of Purchase of Drugs and Medical Devices". Ecuador informed that there would be two bidding processes: a) a centralised bidding procedure for medicine storage and distribution in Ecuador and b) the bidding process for drugs and medical devices. Ecuador said that it would appreciate that (once the centralized bidding procedure is published) appropriate information is provided among the EU suppliers. The EU took note of the item and asked Ecuador to follow up with the EUDEL on the request.

AOB. Tax relief on pensions – a discussion took place about the announcement due in the Budget about tax relief and pensions. There have been rumblings in the press about the introduction of a flat rate of tax relief. The group discussed how this would be another difficult message to communicate at a time when the NI rebate is being lost and pension accounts being revalued downwards. Chair informed the group that she has postponed AVC presentations until the tax situation is known. • LB provided the group with an update on the NI database and TUO. Only 41 funds have uploaded data to the NI database – all funds are encouraged to do this as soon as possible. It is a simple process but if anyone needs assistance they can call Con Xxxxxxxx. XX asked that the date that appears next to the funds that have not yet uploaded data (9/9/2015) be removed as this gives the impression they have uploaded data. This could be confusing for funds searching the database for a match. TUO – the launch has been further delayed. The group discussed their experiences with some funds finding Atos’ performance poor whilst others found them helpful. LB confirmed that the Secretariat are looking to put together some troubleshooting notes for funds who are not yet on board. XX, and the Chair confirmed they would be happy to assist. • CP asked the group how they were going to meet the 31 August deadline for ABS with it being a valuation year. The group discussed how they were assisting employers to provide accurate clean data. CB confirmed that they had built in a checker to their year-end template that rejected data if it was not correct. Chair informed the group that TWPF had identified a list of common problems with data received from employers, they are communicating these with employers to avoid the same mistakes being made this year. Chair will share this with the group. • CP also asked about the example improvement plan the Pensions Regulator said they would share with LGPS funds. LB confirmed this should be included in the February bulletin. • Xxxxx Xxxxxxx (JG) asked that the APC calculator be amended – the ‘regular cost to member before tax relief’ field. AOB. In opening remarks, Xxx Xxxxxx Xxxxxxxx welcomed all participants and outlined the project’s progress to date and the proposed Annual Work Plan/AWP to be signed by the main counterpart. In response, Xx Xxxxxx Xxxxx expressed satisfaction with the project’s management and the overall progress achieved so far and referred to the last meeting’s discussion on the Exit Strategy to be advanced. All agreed to follow the proposed agenda.
AOB. Pension awareness week The funds looked back at their experience of Pension Awareness week 2023: • Resourcing is difficult at this time of year but events were very well attended. • Timing is important. Lunch time and end of the day were popular slots, but 6pm got the highest numbers. • MS Teams used to deal with bookings, which reduced administration resources needed. • Webinars delivered on understanding your annual benefit statement, about the LGPS, death benefits. Looking forward to Pension Awareness week 2024, the group agreed to discuss this at the next meeting in January. Action 7: LGA to add Pension Awareness week to the agenda for the January 2024 meeting. SAB update BC gave a quick update on the work of the Scheme Advisory Board (SAB): • What next following the report on the gender pensions gap? Possible role for employer communications and information supplied at certain life events. • XXX obtained an opinion from a legal scholar on whether the LGPS is compliant with Sharia law. The opinion should be on the SAB website in November. • CIPFA guidance on the annual report is being updated for April 2024. See the minutes of the September 2023 Technical Group meeting for more information. • A consultation on Good governance proposals is expected in early 2024. Standard Life move to Phoenix Life Standard Life did not contact all funds affected. Some funds chose to write to all members as the policy holder.
