Since FTC has no unilateral billing agreements with all other telecommunications providers, the preferred arrangement for all resold FTC lines is full toll blocking and billed number screening to prevent alternate billed calls to resold lines. However, should alternate billing occur the following procedures will apply: FTC shall record usage data originating from FLATEL subscribers that FTC records with respect to its own retail customers, using services ordered by FLATEL. On resale accounts, FTC will provide usage in EMR format per existing file exchange schedules. Incollects are calls that are placed using the services of FTC or another LEC or Local Service Provider (“LSP”) and billed to a resale service line of FLATEL. Outcollects are calls that are placed using a FLATEL resale service line and billed to a FTC line or line of another LEC or LSP. FTC will only handle incollect and outcollect for those entities with whom FTC has an existing billing and collection contract. All other incollects and outcollects shall be the sole responsibility of FLATEL.

Alternate Billed Calls. 52.1 SOUTHEAST should designate a centralized message distribution center host company (“CMDS”) to act as its clearing house for alternative billed calls and shall notify ALLTEL of its selection. Such arrangements will include provisions for each Party to collect and make available all data reasonably necessary to ensure appropriate billing and collection of such calls.
Alternate Billed Calls. XXXX ATLANTIC will use a XXXX ATLANTIC territory intraregion Alternate Billed Call clearinghouse (the "Clearinghouse") for settling Alternate Billed Calls for facility-based and unbundled Network Element purposes. XXXX ATLANTIC shall provide usage records for Alternate Billed Calls directly to COVAD with a report to the Clearinghouse. COVAD agrees that it will promptly pay to the Clearinghouse all amounts billed by the Clearinghouse on behalf of XXXX ATLANTIC for Alternate Billed Calls. COVAD shall be entitled to a billing and collection fee as specified in Part IV for billing Alternate Billed Calls to COVAD customers. Such billing and collection fee shall be deducted by the Clearinghouse from the amounts owed by COVAD to XXXX ATLANTIC and the xxxx provided to COVAD by the Clearinghouse shall reflect the net amount due from COVAD. COVAD will transmit and settle Alternate Billed calls directly with XXXX ATLANTIC or its agent at which time the Billing and Collection fee will be as specified in Part IV for Alternate Billed calls.
Alternate Billed Calls. 8.1 Calls that are placed using the services of PACIFIC or another LEC or LSP and billed to a Resale service line or an unbundled network element (e.g., switch port) of CLC are called "Incollects." Calls that are placed using a CLC Resale service line or unbundled network element (e.g., switch port) and billed to a PACIFIC line or other LEC or LSP are called "Outcollects."
