Analysis and Reporting. 1. The Manager shall prepare an analysis and report on the governance structure of the School Corporation. The report shall include options on alternative governance structures and an evaluation of the ability of such governance structures to ensure the financial and educational success of the School Corporation. The report shall be provided to DUAB not more than one hundred twenty (120) days after DUAB provides a written request for such report.

The first step will be to create the derived variables required for the analysis, using and amending as appropriate the syntax developed for the 2008 and 2009 Childcare Survey. The key subgroups to analyse the data by will be agreed in advance with the Department, but these are likely to include: Household income; Family type: lone vs dual parents; Family working status; Hours of childcare used; Employment patterns (e.g. atypical hours); Age of child (0-2, 3-4, 5-7, 8-11, 12-14); Ethnicity; SEN or disability Family size; Government office region; Index of multiple deprivation quintiles; Reasons for using childcare; Type of childcare used, especially in relation to formal provision vs informal; Parental qualification level. The Contractor will exploit the data more thoroughly than is possible through cross tabulation. As for the 2009 survey, this will involve various types of multivariate regression analyses to identify the factors associated with use and cost of childcare, whether these be attributes of the family, the child or of the locality. The unit of analysis will mainly be the family, but in some cases the sub-group of interest will be defined by characteristics of the child. The analysis plan will be discussed with the Department, but the analysis will largely replicate the work completed for the 2009 survey, with each yearly report being based on updating the previous report, with allowance for analysis of new questions. Each year, a substantial proportion of the report will be devoted to continuing the time series analysis, particularly as each time the questionnaire will be very close to the one used in previous waves. The proposed sample design, including the boost of parents with 2-4 year old children should enable the same level of analysis as in previous years, with similar confidence intervals for differences over time. The main research report will be a detailed and substantial document, reflecting the report for the 2008 and 2009 Childcare Survey (approximately 150 pages, not including technical reporting). Researchers writing up the findings will do so with full knowledge of the policy issues and implications. A considerable amount of researcher time each year (at both senior researcher and research director level) has been included to facilitate the writing of the report. Analysis and Reporting. MWRPC OFRN will collect, organize, and analyze all data for individual locations and aggregated across similar experiments. Xxxxxxxx’s interests lie in improving the impact of interventions designed to tackle inequality and promote participation, and in particular advising public, private and NGO organisations on how to maximise the social and economic benefits from culture. This has included pioneering work developing impact frameworks and associated indicators for cultural agencies within the UK, assessing the cost-effectiveness of sport projects targeted at crime reduction, and developing the methodology underpinning the Meta-Evaluation of the London 2012 Games. Xxxxxxxx has contributed his expertise to successive ex-post evaluations of the European Capitals of Culture (ECOC), including a full case study of Liverpool 2008. Xxxxxx Xxxxx is an Associate Director at Ecorys. She is an economist with over 12 years of experience of research, and a particular interest in evaluating the impacts of culture and heritage interventions. She is familiar with the principles of the Green Book and other relevant guidance and has worked extensively for the Heritage Lottery Fund, including on the production of 30 case studies which explored the economic and wider impacts of HLF funding (covering museums, arts venues and parks). Analysis and Reporting. The qualitative information collected will be analysed so as to develop broad findings across the range of graduates and within distinct subgroups. The findings from the literature review will provide a thematic and conceptual framework against which to consider information obtained in the interviews. The themes and concepts will be tested in early interviews and may be revised in the light of data collected, as necessary to reflect perceived benefits that had not been anticipated from the literature search. The analysis of the interviews will provide the basis for consideration of the wider benefits of international HE study in the UK, to the graduates and to the UK, in the overall findings and project report. The timing of key aspects of the project are shown in Figure 1 below. This includes three Steering Group meetings. An interim report based on results of the literature review, together with detailed proposals for the in-depth interviews will be available by the beginning of February. A draft final report including analysis of the information obtained from the in depth interviews and illustrative case studies, will be available for review by BIS and the Project Steering Group by the end of March. The final report with revisions after Steering Group review, together with a 1500 word summary of findings will be available by the end of April 2013.
