VPA definition

VPA means a voluntary partnership agreement as described in section 46 of the Local ▇▇▇▇▇▇▇▇▇ ▇▇▇ ▇▇▇▇, amending section 153(2) of the Transport ▇▇▇ ▇▇▇▇;
