Unlicensed definition

Unlicensed means without a licence, but applies only in relation to acts for which a licence is required;
Unlicensed as used herein means any individual, person, firm, company, association, organization, partnership, or corporation who is required to be licensed, certified, registered, or issued a permit under Chapter 8.5, 11.3, 11.4, or 11.5 of the Code and has not obtained such license, certification, registration or permit.
