steering axle means an axle, the wheels of which are attached in such a manner that it enables the vehicle concerned to be steered thereby, but excludes -
steering axle means one or more axles on the front of a power vehicle that can be activated by the operator to directly accomplish guidance or steerage of the power vehicle or a combination of vehicles;
