Specifications and Standards means the specifications and standards relating to the quality, quantity, capacity and other requirements for the Project, as set forth in Schedule-D, and any modifications thereof, or additions thereto, as included in the design and engineering for the Project submitted by the Contractor to, and expressly approved by, the Authority;

• The Independent Engineer shall observe and monitor to determine compliance of the Project Facilities with Specifications and Standards and if it is reasonably anticipated or determined by the Independent Engineer during the course of Tests that the performance of the equipment or any part thereof does not meet the Specifications and Standards, it shall have the right to suspend or delay such Tests and require the Concessionaire to remedy and rectify the defects or deficiencies.

• If the aforesaid observations of the Independent Engineer indicate that the Drawings are not in conformity with the Scope of the Project or the Specifications and Standards, the Concessionaire shall revise the Drawings and resubmit to the Independent Engineer for review.

• During the Construction Period, the Independent Engineer shall inspect the Project at least once a month and make a report of such inspection (the “Inspection Report”) stating in reasonable detail the defects or deficiencies, if any, with particular reference to the Drawings, Project Completion Schedule, Scope of the Project, and Specifications and Standards.
