significant number means: (a) a majority of the employees in this Unit; (b) a majority of the employees within a department, division, or work unit; or (c) all of the employees within a specific classification in this Unit. If the parties are unable to reach agreement on the impact of the schedule change, either party may request the assistance of a mediator.
