Review cycle means the occurrence of the applicant’s submittal of a complete subdivision application to the planning coordinator; the planning coordinator’s review of the subdivision application; the planning coordinator’s response to that subdivision application, in accordance with Utah Code Ann. §§ 10-9a-604.1 and 10-9a-604.2; and the applicant’s reply to the planning coordinator’s response that addresses each of the required modifications or requests for additional information.
