RCH means the Regional Center of Hydrology, established and functioning pursuant to the Decision of the Board of the International Fund for Saving the Aral Seas (IFAS), dated August 23, 2002, on the Establishment of the Regional Center of Hydrology (RCH), and the Regulations of the Regional Center of Hydrology, as adopted by Decision of the Board of IFAS dated March 27, 2004 (#5 on the adoption of the Regulations on the IFAS Regional Center of Hydrology).
