In the event of an outage or trouble in any Service being provided by a Party hereunder, the Providing Party will follow industry standard procedures for isolating and clearing the outage or trouble in a manner consistent with its obligations to act in a non-discriminatory manner.
The Providing Party may utilize the forecasts for planning purposes, but shall not be required to actually install facilities or otherwise provision in accordance with the forecasts unless and until the Purchasing Party actually orders interconnection facilities from the Providing Party.

In addition to any other forecasts required by this Agreement, upon reasonable request by the Providing Party, the Purchasing Party shall provide non-binding forecasts regarding the interconnection facilities that it expects to purchase, including, but not limited to, forecasts regarding the types and volumes of interconnection facilities that it expects to purchase and the locations where such interconnection facilities will be purchased.
