Private carrier definition

Private carrier means an owner of a transport vehicle other than a public carrier who uses that vehicle solely for the carriage of goods which are his property or the carriage of which is necessary for the purposes of his business, not being a business of providing transport, or who uses the vehicle for any of the purposes specified in sub-section (2) of section 44;
Private carrier means any insurer, including the successor to the Commission, authorized by the insurance commissioner to provide workers’ compensation insurance pursuant to chapters twenty-three and thirty-three of the West Virginia Code, but shall not include self-insured employers.

Private carrier means a carrier, or independent contractor that only provides transportation services to an individual business or individual class of businesses and may or may not do so on a regular basis. The private carrier does not publicly offer its transportation services indifferently to all persons.
