Upon written approval by HUD of the HOPE VI Budget (with any modifications required by HUD), funds may be drawn down for eligible Predevelopment Costs (as defined in subparagraph (2) below), subject to the requirement for an environmental review under Article VIII(B), in accordance with the provisions of this Grant Agreement.
