Powers definition

Powers means all of the general and specific powers of the authority as provided in this chapter which shall be broadly and liberally interpreted to authorize the authority to act in accordance with the goals of the authority and in a manner consistent with the legislative findings and guiding principles.
Powers means transfer powers in the form of Schedule 4 attached hereto.

Powers is about the means that an actor has to exercise its allocated compe- tence. For our purposes, we can think of powers as a broad, rather diffuse, cat- egory. In our context, it includes the power to take individual decisions (eg a whole range of supervisory and investigatory powers).
