OVS means any open video system consisting of a set of transmission paths and associated signal generation, reception and control equipment, whether now existing or developed in the future, that is designed to provide video programming to multiple subscribers within a service area and that is certified by the FCC pursuant to 47 C.F.R. §76.1502 (as it may be amended or replaced).
