OPTCL means the Orissa Power Transmission Corporation Limited and its successors and assigns. Open Access Shall mean open access as defined in the Electricity ▇▇▇ ▇▇▇▇ and in the regulations framed by the state electricity regulatory commission in this regard and as amended from time to time.
