In accordance with Article 71, paragraph (1) of the PFI Act and this Agreement, the State shall grant to the Operating Right Holder, at no charge, the right to use the lease properties listed in Attachment 1.
If the Operating Right Holder fails to perform its obligation under this Agreement and causes damages to the State, the Operating Right Holder shall compensate for these damages.
