Officiate means an employee officiates in a post when he performs the duties of the post on which another person holds a lien. The appointing authority may, if it thinks fit, appoint an employee to officiate in a vacant post on which no other employee holds a lien.
Officiate means an employee who officiates in a post where he/she performs the duties of a post on which another person holds a lien. An employee may, however, be appointed to officiate in a vacant post on which no other person holds a lien by the authority competent to make a substantive appointment to the said vacant post;
