The Working Group shall endeavour to reach a consensus, taking into consideration the policy framework of the participating OECS Member States.
A Commissioner shall, subject to Article 15.4, represent the OECS Commission in the Member State appointing that Commissioner.
Similarly the privileges and immunities granted to the OECS Commission at the headquarters of the Organisation shall be the same as granted to diplomatic missions at the headquarters of the Organisation under the said Convention.
The location of the headquarters of the Organisation shall be determined by the OECS Authority.
