For all of the foregoing reasons, prior to the start of the Demonstration Period, BEW will ramp up Plant operations incrementally (turning off the NFS flares one at a time) in order to achieve the highest stage of operations that allows BEW to (i) still meet the Product Gas specifications established by the Northwest Pipeline, and (ii) maintain adequate safety margins.
For actions on NFS lands which are proposed by the FS and do not involve third parties, an evaluation will be prepared of the action using relevant new information, including the LCAS and the Science Report, to determine whether the activity may affect the lynx.
