To run the Paurashava smoothly with its multilateral function, the existing logistic support/ equipment should be improved in such a way that no function can be left.The Paurashavas or Municipalities are classified according to financial strength/ Annual Revenue Earning by the Ministry of Local Government, Rural Development and Cooperative.
Such CC are to be issued by an officer/authority not below the rank of Executive Engineer / Divisional Engineer /District Engineer/Project Manager of the State/Union Government Departments/ Organisations; authorised signatories of CC for Panchayat Samities and Municipalities shall be the BDO & Executive Officers or equivalent administrative officers respectively.
If the Society should fail to perform any of its obligations under this Agreement, the Municipalities may notify the Society that the default must be rectified within the reasonable time specified in the notice and if the Society should fail to rectify the default within the time specified, the Municipalities may take all steps considered necessary to rectify the default and all costs of doing so, including the cost of retaining professional advisors, shall be payable immediately by the Society.

Nothing in this Agreement obligates the Municipalities to rectify any default of the Society, but should the Municipalities choose to do so, the Municipalities shall not be liable to the Society for any act or omission in the course of curing or attempting to cure any default.
