Before an award is made we must be satisfied that the customer: • Is entitled to Housing Benefit or the Housing element in Universal Credit; and• Requires further financial assistance with housing costs;• Has no other means to meet the shortfall.

All claimant who are entitled to the minimum amount of Housing Benefit or the Housing element in Universal Credit and who has a shortfall is entitled to make a claim for DHP financial assistance.
DHPs will be available to cover shortfalls between Housing Benefit or the Housing element within Universal Credit and the rent liability where financial hardship exists.
