HCF definition

HCF or "Handling Charge - Fixed" means the charge determined under clause 6.2. "HCV" or "Handling Charge - Variable" means the charge determined under clause 6.3. "Increment" has the meaning given in Schedule 2, Part B, Section 4(c).
