Flicker means the impression of unsteadiness of visual sensation induced by a light stimulus whose luminance or spectral distribution fluctuates with time. It is caused under certain conditions by voltage fluctuation changing the luminance of lamps;
Flicker or “voltage flicker” means a variation of input voltage sufficient in duration to allow visual observation of a change in electric light intensity.
