Ex-offender definition
Ex-offender means an individual whose community/suspended sentence order, licence or post-sentence supervision has been completed and there is no longer a right to recall.
Ex-offender means an individual who has been convicted of a felony or a misdemeanor offense punishable by incarceration, or a person charged with a felony offense or a misdemeanor offense punishable by incarceration but placed on probation by a state court without a finding of guilt. "Ex-offender" does not include an individual whose record has been expunged.

Services which require approval by the federal government or any agency thereof, or by any state governmental agency prior to use, and where such approval has not been granted at the time the services were rendered, shall be considered experimental or investigational. Services which themselves are not approved or recognized as being in accord with accepted professional medical standards, but nevertheless are authorized by law or a governmental agency for use in testing, trials, or other studies on human patients, shall be considered experimental or investigational. Fiscal Year means the accounting period from July 1 through June 30 of the following year.
