If, in connection with the investigation of a grievance under the Office and Clerical and Engineering Agreement, a dispute arises concerning access by a Committeeperson to an area that is restricted for security reasons or in which employees are not members of a bargaining unit, the Committeeperson shall refer the matter to the Unit President.
