A “material and substantive” change to an incumbent employee’s job description is one which adds duties that cannot reasonably be understood to be among those explicitly enumerated in the classification and qualification standards (CQS) for the employee’s current classification or would result in the incumbent employee being reclassified to a position outside of Unit 4.
