Matters taken up in Special Conferences shall be confined to those included in the agenda.
Conferences held under this procedure shall be conducted at a time and place which will afford a fair and reasonable opportunity for all persons entitled to be present to attend.
Conventions and Conferences Union-designated employees may be allowed time off without pay to attend union-sponsored conventions or conferences.
