Concealment definition
Concealment means any action taken to reduce the observed or measured concentrations of a pollutant in a gaseous effluent while, in fact, not reducing the total amount of pollutant discharged.

This definition does not include conditions that merely minimize visual impact but do not incorporate concealment design elements so that the facility looks like something other than a tower or base station.
