To the extent that CLEC requests Qwest, pursuant to this Section, to Commingle a UNE or a UNE Combination with one or more facilities or services that CLEC has obtained at wholesale from Qwest, Qwest will not be required to bill that wholesale circuit at multiple rates, otherwise known as Ratcheting.
Qwest shall not refuse to Commingle a UNE with special access or other wholesale services because Qwest multiplexes traffic for multiple Customers onto one facility within its own network.
