Bid Submission or “Proposal Submission” means that portion of the Bid Opportunity by that name which contains forms to be included in the Bid;

Failure to properly fill in and execute all of the Commission's forms will most likely result in rejection of the bid. Any bid Submission which attempts to modify, alter or otherwise change the specifications, and/or contract terms, shall be deemed non-conforming and rejected as required by law.
