The Volunteer Programs clause establishes the terms and conditions under which individuals may participate in volunteer activities organized by a company or organization. Volunteer Programs. The Union recognizes the value of active volunteer participation in the City of Hayward; however, volunteers shall not be used to perform bargaining unit work. The parties shall meet as necessary to discuss the use of volunteers in the City.
