Permitting Services. The COUNTY shall review permit applications, issue permits to construct, and provide inspection services of on-site sewage disposal systems in accordance with applicable Texas Commission on Environmental Quality rules, and in accordance with the El Paso County Sewage Facility Order. The County shall provide enforcement of said rules as appropriate for the purposes of protecting public health and the mitigation of nuisance conditions. Appropriate and customary fees will be charged to the owner of the facilities as permitted by law.
Permitting Services. Consultant shall perform permit process services for a specified number of hours as directed by the Project Administrator. Consultant shall assist architects, contractors and the public in accepting, processing and tracking applications for building permits, calculating and collecting permit fees, and providing General Plan and Zoning information. These services include front counter and phone assistance regarding building permit requirements, plan check fees, plan check filing procedures and processing, and permit status, accept permit applications, calculate and apply fees, and reviews plans for conditions of prior approval.
Permitting Services. The CONSULTANT shall prepare, assist, and/or review the following: estimate environmental impacts (wetland and wildlife), prepare wetland dredge/fill sketches, and finalize estimated wetland and protected species mitigation. This task may include wetland and/or surface water flagging, protected species surveys, wetland and wildlife habitat assessments, mitigation options, and permit agency coordination and meetings. Permitting services may include consideration of the following sections of the Standard Design Scope of Services:
Permitting Services. 1. The Engineer shall provide assistance in obtaining permits required for bidding Bid Packages 1, 2, and 3. Assistance shall include preparation of permit submittal forms to accompany design documents, meetings with permitting agencies and City staff, and responding to permitting agency comments. As the level of effort required to obtain all permits for the project is difficult to predict, this sub-task will be completed on a time and materials basis with an initial not to exceed limit as shown in the Table below. Permitting Services. Architexas has a Permit Consulting Firm that will handle the permitting process from start to finish from initial consultation to delivering the approved permit.
Permitting Services. Upon authorization, ENGINEER will perform the following permitting services: a. Schedule and attend pre-application meetings with each regulatory agency for the purpose of verifying permit requirements. Prepare and distribute minutes of each meeting. Permitting Services. As part of the Services, Design-Builder shall assist UGAA in the process of applying for building, land disturbance, health department, and other governmental permits on the overall Project (“UGAA Permits”); and shall, before commencement of Work on-site, obtain such permits from the issuing agency of government – with any UGAA Permit fees incurred by Design-Builder being reimbursed by UGAA as part of Cost of the Work without further markup. Permits for Subcontract Work shall be obtained and paid for by Subcontractors as part of their respective Subcontract Prices.

CONSULTANT shall submit the permit packages and fees to the respective permitting agencies (once 90% drawings are approved by the Utilities Department) and obtain permit approvals from each agency. The CITY shall be responsible for paying all permit fees. It is anticipated that permits will be required from the following agencies: • City of Sunrise CDD Engineering • Town of Davie Engineering Department • Florida Department of Environmental Protection (Water/Wastewater) • Broward County Resilient Environment Department • Broward County Department Environment Review Development of the permit packages consists of the following information and activities: • Submit updated drawings (signed and sealed by Professional Engineer). • Provide required supplemental information to support permit requests. • Complete permit applications to be signed and sealed by the design engineer. • Incorporate revisions requested by the permitting agencies and re-submit the information. A pre-permitting meeting with CDD Engineering and a separate Town of Davie permitting meeting is included as part of this task to review the 90% design documents prior to submission. Meetings will be held virtually.
Permitting Services. This task includes preliminary agency coordination for permits that are critical for initiation during preliminary design to introduce the project and receive regulatory agency input early in the project development stages. Tasks may include discussion of technical studies, environmental impact evaluation, confirmation of permitting strategy and approach, and pre-application meetings or calls. Where feasible within schedule and/or budget, completion of permit applications will be conducted. Coordination with the SWRCB, DDW, Federal Aviation Administration (FAA), and California Department of Fish and Wildlife (CDFW) by CONSULTANT and/or SUBCONSULTANT is anticipated at a budget of 80 hours. This task includes preparing an adequate environmental document pursuant to the California Environmental Quality Act (CEQA) requirements for the implementation of the CITY’s Proposed Project. The CITY is interested in applying for funding opportunities under the SRF program. The SRF program is administered by the SWRCB on behalf of the U.S. Environmental Protection Agency (USEPA) for ensuring that the project adheres to federal environmental regulations, including the Endangered Species Act, the National Historic Preservation Act (NHPA) and the General Conformity Rule for the Clean Air Act (CAA), among others. Collectively, the State Board calls these requirements CEQA-Plus and other federal regulations may also apply. This scope of work assumes that the environmental document to be prepared will be an Initial Study/Mitigated Negative Declaration (IS/MND) pursuant to CEQA-Plus requirements. If the type of CEQA document requires changes during this phase, an additional scope of work and budget will be prepared. The CEQA-Plus IS/MND preparation by the SUBCONSULTANT, with support by the CONSULTANT, will include the following tasks: • Attendance at either the project kick-off meeting (with Task 1) or an environmental document kick-off meeting by the SUBCONSULTANT and any appropriate SUBCONSULTANTS of the SUBCONSULTANT. • Prepare a Project Description as required by CEQA that will be suitable for environmental analysis based on information provided by the CITY and/or the CONSULTANT.
