Network Coverage. The ideal ground based cal/val network would be evenly spaced across the globe or at least the land masses. In addition, it would be optimised for the need of the validation of a space-based operational GHG monitoring system: covering a representative range of albedo, terrain conditions (homogeneity and terrain-height variation), as well as polluted and non-polluted conditions . However, the current TCCON network has a very uneven geographical coverage (s. Fig. 2): 80% of the stations are on the Northern Hemisphere, so the coverage of the Southern Hemisphere is very sparse. Also, most of the Northern Hemisphere stations are in Europe and North America. Whole continents like Africa and South America are not covered at all. The current TCCON station locations are mainly a compromise between scientific interest and logistical constraints. It is obviously easier to operate a TCCON station near its home institution than in a remote location.

Network Coverage. 8.1 Framework public bodies operate geographically diverse estates and require mobile network coverage that supports the delivery of services to the framework public bodies and throughout the Scottish Public Sector in an increasingly digital workplace. The Service Provider must be able to meet the coverage demands of Framework public bodies where available and must be able to provide alternative mobile network(s) to ensure maximum possible coverage for Framework public bodies that may have limited coverage with the primary mobile network. 8.2 The Service provider must have the ability to provide coverage for both in and out of buildings and be able to provide cost effective proposed solutions for any drop in service e.g., signal booster where appropriate. 8.3 The Service Provider must identify the level of coverage they provide against the postcodes detailed at Annex A of this Schedule 1a. Where there is a lack of coverage in an area the Service Provider will identify this, suggest network coverage solutions and provide a development plan. 8.4 Prior to implementation of the service for Framework public bodies, the Service Provider will survey each Framework public bodies main or suggested locations of operation and provide a report on the coverage in those locations which will detail the level of voice and data service achievable. 8.5 Pricing will be in accordance with Schedule 2Pricing Schedule. 8.6 In an area where coverage is determined as not fit for purpose, the Framework public bodies are able to. • Cancel without charge any affected connections. • Not migrate any affected connections.
