Master Teachers. In the interest of providing a pathway for teacher leadership as well as support for selected school sites, the District and the Union agree to establish a Master Teacher program of up to fifty (50) teachers. Teachers designated as Master Teachers shall receive additional compensation in the amount of Two Thousand Five Hundred Dollars ($2,500.00) annually and shall be provided with 0.2 FTE release time to assist other teachers at their schools or other District-designated sites. The District shall consult with the Union in establishing the criteria and selection process for the Master Teacher Program. The District and Union shall consult on the criteria and selection process as well as the evaluation of the Program.

Master Teachers. HCM dollars will support the employment of the Master Teachers (seven (7) FTEs), with the understanding that an additional .5FTE Master Teacher will be funded through special education. The Master Teachers will be interviewed by a committee including Principals, District’s administrators, and Teachers. The qualifications for Master Teachers will be outlined on the official posting. Postings will be internal, first, but may be posted externally if not enough candidates apply. Master Teachers will be active members of HEA. The Master Teachers will be paid at a rate commensurate with their current positions as defined in the Master Agreement. Master Teachers will be evaluated and eligible for the HCM bonus in each of the two (2) years or as long as this document is in effect and at the same rate as the %FTE bonus. Master Teachers will be trained as observers / raters. The main tasks of the Master Teacher will be to observe, collaborate with, and coach tenured Teachers. Other duties and specific requirements associated with the observations / ratings will be defined by the HCM manager, the Master Teachers, the HEA president, the alternative-compensation committee, and the District. Master Teachers given assignments to observe, rate, and coach Teachers in subject areas in which they do not work must commit to spending time orienting themselves to these other areas. The recommendation is for the Master Teacher to devote 16-24 hours in orientation activities. This orientation could include, but is not limited to, the following: • Drop-in visits to classes or activities • Meetings with curriculum coordinators • Visits with departmental offices • Participation in department meetings • Special training sessions • Shadowing a Teacher for a day • Curriculum-specific research • Best-practice research If the orientation needs of Master Teachers must involve extra hours for Teachers to coach a Master Teacher, the Teacher will be able to time card these extra hours at the writing rate. Application for any such time-carded hours must be submitted to the HCM manager for processing. Be it understood that HEA believes that the best situation would be for Master Teachers to have a 1.0 FTE assignment as a Master Teacher. It is also understood, however, that some Teachers would prefer to do this task and remain active in the classroom.
