INDOT’S Responsibilities. A. INDOT shall be responsible for all aspects of and will complete all work necessary to prepare for letting and construct the Interchange Project, including all preliminary engineering, design, right-of-way acquisition, utility relocation, environmental work, permitting, construction, and inspection. Upon selection of a configuration for the Interchange, INDOT shall coordinate as needed with the Indianapolis Metropolitan Planning Organization (IMPO) to ensure that the Interchange Project is added to the IMPO’s Transportation Improvement Program and to the Statewide Transportation Improvement Program.

Once the CITY has completed the right of way engineering, INDOT will provide all right of way services and land acquisition necessary for the Project while the CITY is responsible for any right of way needs for additional work that may be included in the construction contract. INDOT will let and award the Project for construction through its usual processes as soon as possible (while still preserving federal funding eligibility).
